The City of Fairfax School Board is committed to increasing the academic achievement of all of our students, strengthening the climate in which student learning takes place, and expanding our faculty’s professional learning communities to further enhance learning and achievement.
Before the City of Fairfax became an independent city, it was a town in Fairfax County and the schools were part of the Fairfax County (FCPS) system. When the town moved to city status in 1961, state law required that a local school board be organized to govern the schools.
A School Services Agreement was entered into with FCPS to continue to manage and operate the schools; the City School Board and Superintendent oversee this Agreement and are responsible for the management of the school buildings owned by the City. Today, the City of Fairfax School Board consists of five elected officials who help guide the City Schools in legislative and other school business. Their bios are posted below, as is information about the City Schools Superintendent, Ann Monday.

The City of Fairfax School Board fully supports the Mission, Vision, Beliefs, and Goals of Fairfax County Public Schools (FCPS) through the Partnership and School Services Agreement that has been in effect since 1962. The original Agreement was renegotiated in 1978 and has continued to provide an excellent instructional program for the students.
Educational leader and City of Fairfax resident Ann Monday became Superintendent of the City Schools on July 1, 2007.
She retired on June 30 as the Assistant Superintendent of Instructional Services for Fairfax County Public Schools (FCPS), a district she has worked in since 1973 when she became a teacher at Kilmer Intermediate School in Vienna.
She then served as chairperson of the English department at Chantilly High School from 1976-1980, when she became an administrative aide at Marshall High and subsequently a subschool principal at Lake Braddock High School.
Janice Miller is serving her seventh term as an elected member of the City of Fairfax School Board.
She was first appointed to the School Board in 1977 and she served a total of 14 years as an appointed member. During her 26- year tenure on the board she’s been an active leader both as the board’s chairman and vice chair.
She also provided leadership to both School Bond Committees that supported additions and renovations to our four city school facilities.
Jon Buttram is serving his third term on the School Board.
He has been active in a number of city and community organizations, holding office with the Park and Recreation Advisory Board and the Southeast Fairfax Citizens Association (SEFCA), as well as serving on the Elementary School Consolidation Task Force and two Southeast Fairfax Traffic Calming Task Forces.
He also has served with the ad hoc committee for the disposition of Green Acres, whose purpose was to seek an appropriate community-oriented disposition for the former Green Acres Elementary School.
Carolyn Pitches is serving her first term as a Fairfax City School Board member.
She is a member of the American School Counselor Association and has held memberships in two Prince William County Public Schools committees: the Substance Abuse Committee (Core Team) and the At Risk Committee, where she planned, designed and wrote grants to provide a program for students in need of additional support.
She also participated in the William Glasser Workshop in 2001 and the Group-A-Rama seminar in 2002.
Toby Sorensen is serving her first term as a Fairfax City School Board member. She has represented the city on the county superintendent’s Business and Community Advisory Council for three years.
She is a past PTA president of Fairfax High, Lanier Middle, and Layton Hall (now Daniels Run) Elementary schools. She has served as the Country Club Hills Civic Association treasurer and newsletter editor and is currently a block captain.
She was also co-chair of the City School Board Facilities Planning Committee, a member of the Fairfax Community Coalition, and, for a number of years, a Girl Scout Cookie chair.
Mitch Sutterfield is beginning his first term as a member of the Fairfax City School Board.
Currently, he is also a Vice President of the Mosby Woods Civic Association and a member of that neighborhood’s Block Watch.
He has recently served as the City School Board’s representative to the Fairfax County Superintendent’s Business and Community Advisory Council. A substitute teacher for Fairfax County Public Schools, he’s heading toward his 34th seasons in football and wrestling at Fairfax High School.
Chase Campbell is the City of Fairfax School Board’s Student Representative for 2011-2012.
A native Virginian, Chase was born in Norfolk and has been a resident of Northern Virginia since he was three years old. He has been a Fairfax County Public School student since kindergarten. In addition to the City of Fairfax School Board Student Representative, Campbell is also a member of the 2011-2012 Student Advisory Committee to the Fairfax County School Superintendent as well as a section leader in the Fairfax High School marching band.
Mary Ann Ryan is the Assistant Superintendent of Schools in the City of Fairfax, Virginia.
Prior to joining the City School system, Mrs. Ryan spent 28 years as an educator in Fairfax County Public Schools. She began her career in FCPS working with children with disabilities.
Between 1992 and 2002, Mrs. Ryan was an assistant principal and then principal in two elementary schools in very different communities.
Susan Wiczalkowski is the Executive Assistant to the Superintendent and Clerk to the School Board for the City of Fairfax.
A native of Northern Virginia, Wiczalkowski graduated advanced studies from Gar-Field High School in Woodbridge in 1988. She received her Associates in Applied Sciences from Northern Virginia Community College in 1992.
